Candidates for Mayor
Alan Tesky

My name is Allen Tesky. I'm 60 years old and running for Mayor. I was born in Wallace Idaho. I have been married to my beautiful wife, Melissa, for 39 years. We have two children, Justin and Amanda. We have lived in Spirit Lake for the last seven years. Before that we resided in Post Falls . I have held an Electrical Contractor license since 2004 and currently I operate as Al's Electric LLC.
Charlene Phipps

My name is Charlene Phipps,
and I would like to be your next mayor. I will be a
citizen-strong and business-oriented mayor. I have and will continue to stand for
the residents of Spirit Lake. I am currently on City Council and have diligently
worked for the benefit of citizens. I research, ask questions, and carefully review
and critique documents presented before me. For over 2 ½ years, I have been
involved in the Spirit Lake Chamber of Commerce, the Senior Center, and Spirit
Lake Community Coalition (SLCC is a volunteer-driven organization dedicated to
making Spirit Lake a better place to live.). I also am a member of the Community
Heart & Soul program devoted to bringing neighbors together to shape the future of
Spirit Lake. I volunteer with these organizations because I have a vested interest in the city and believe
in giving back. I have attended conferences, meetings, and seminars to educate, train, network and
obtain resources for my role as Mayor. I met with our Lt. Governor, Scott Bedke, and discussed our
wastewater treatment moratorium. On September 23, the Idaho Department of Commerce will meet with
me and others to discuss our downtown and provide information on Main Street America (an organization
that supports rural, historic communities nationwide).
My background includes Registered Nursing and legal secretarial work. I have experience with
contract negotiations often in volatile situations, dealing with difficult and stressful conditions. I fell in love
with Spirit Lake due to the small-town community environment and friendly atmosphere. I have
committed myself to our community with volunteer work.
I will open Public Comment at City Council meetings; include the Annual Audit Report on the Spirit
Lake website; hold quarterly town halls with citizens to meet with city officials; create a Business
Consortium to provide opportunity for businesses to contribute and provide feedback, create solutions,
and solve difficulties to ensure and improve business outcomes; and continue to look at alternatives to
support our water and wastewater treatments.
Through utilizing local community leaders, businesses, and citizens, Spirit Lake can flourish.
Residents and administration can be at the forefront of a prosperous community.
Jack Edmenson

My name is Jack Edmenson. I was born in Pomeroy Washington August 24,
1961. We moved to Coeur d' Alene Idaho immediately after and have been local my
entire life.
I'm a man of many talents and skills. I'm a Millwright and ran my own business for
27 years. Helping others before myself comes natural and is rewarding in it's own.
I'm an excellent listener, an excellent idea man, and I've got unstoppable drive to
make a plan happen. at all times using my own efforts. I've always been self-
dependant.
I'm for the children and their future living here in Spirit Lake. I'm for the
community as a WHOLE. I have every intention of being involved with the needs of the people of this
community. To be active in the community of Spirit Lake working towards preserving and improving
based on the voices and needs of the people of this city.
Jeremy Cowperthwaite

Spirit Lake has always been my home. Except for a brief five-year period, I’ve
lived here my entire life. I know this town, its people, and the values that make it
such a special place. For the past four years, I’ve had the privilege of serving as
your mayor, and it has truly been the honor of my life.
When I first stepped into this role, I promised to listen, to lead with integrity, and
to make sure every decision was grounded in facts—not opinions. Together, we
accomplished so much:
We completed Well 5 and Well 6, along with the Spirit Lake Water Tower,
securing a continued safe and reliable water supply for our growing community.
We updated a comprehensive plan that had been more than 20 years out of date, giving Spirit Lake a
clear vision for the future.
We put in place a traffic plan and conducted an impact fee study, ensuring responsible growth and
safer streets.
And most importantly, we brought every major plan up to date, setting the stage for continued
progress.
None of this happened because of one person—it happened because we worked as a team. I’ve
been blessed to lead 18 outstanding employees who dedicate themselves every day to making Spirit
Lake better. Nearly all of them, if not all, have encouraged me to return for another term, which speaks
volumes about the spirit of cooperation we’ve built. My goal has always been to empower employees to
be their best, do their best, and take leadership in their roles, because when our team thrives, Spirit Lake
thrives.
As I look ahead, my commitment is to keep that momentum going. I want to continue bringing people
together, focusing on what’s true and what’s best for our town—not opinions or politics, but facts and
solutions. Spirit Lake deserves leadership that listens, unites, and builds for the future, and I would be
honored to continue that work with your support.
Thank you for the trust you’ve placed in me over the past four years. With your help, we can keep
Spirit Lake moving forward—strong, united, and ready for all that lies ahead.
Candidates for City Council
Darrell Woods

Over the past four years, I have dedicated myself to serving on the city council,
representing the interests of residents and business owners. I firmly believe that
the citizens of Spirit Lake deserve representation that advocates for their best
interests. This has necessitated actively listening to their concerns and casting
votes that align with their preferences rather than conforming to the prevailing
status quo. The past four years have been marked by significant challenges.
Among my achievements I have collaborated closely with the current chief of police to support his efforts to rebuild the city’s police department, ensuring that local control remains
intact. I will continue to prioritize the needs of the people and businesses, providing a voice for their
interests rather than the interests of the establishment.
I live in Spirit Lake with my wife and our family, including our daughter, son-in-law, and four
grandchildren. We relocated to Spirit Lake drawn to its charming small-town atmosphere and rural
ambiance, which we cherish daily. I find great joy in spending time with friends and family. I retired from
the fire department approximately ten years ago after serving for twenty-six years and working a total of
thirty years as a paramedic.
Erin Soule

I am a long time Idaho resident with over 30 years of connections to the state of
Idaho. For the past 5
years, I have been a resident of Spirit Lake, Idaho. I work in customer service in this
beautiful town,
every single day. I have the opportunity to interact with people, listening, problem solving,
and creating a
welcoming environment for all of our patrons. My experience in the service industry has
shaped my
ability to respond quickly, communicate clearly, and build strong, and life long
relationships. These are
all skills I believe are essential for anyone in public service.
Practical leadership, and community focus
My Priorities for Spirit Lake Include:
• Transparency & Accessibility.
• I believe in open, honest and reachable leadership. I will personally work to make city decisions
easier to understand and ensure that our residents feel heard and informed.
• Smart Growth & Community Investment.
• I believe in supporting our historical infrastructure, housing and local small business. So that, Spirit
Lake as a community can progress and improve as is necessary, without loosing our small town
charm.
• Water & Sewer Infrastructure.
• I will advocate for responsible upgrades and long-term planning to ensure that Spirit Lake has
reliable, clean and available services for all of our residents.
• Workforce & Development.
• I will explore job training and workforce programs that would be able to help the residents of Spirit
Lake build skills and strengthen our local economy and work force.
• Community & Connection.
• I support local events, project and fundraising that brings our community together and celebrates
our town's unique personality.
• Public Safety & Trust.
• I want to rebuild the trust between our resident and the city leadership through transparency,
accountability, and clear communication.

Terry Moore

My name is Terry Moore. My wife and I moved to this area from Wyoming in
2013 after retiring to be close to our grandchildren. Having lived in Spokane
Valley, Washington for 7 years, we chose to move to Spirit Lake because we
love the small town atmosphere and generosity of its people.
I earned a BA degree in Biblical studies and pastored churches in small
communities through the Midwest for 20 years, was a shop foreman for a small
manufacturing company, was an assistant foreman for Burlington Northern
railroad in the maintenance department, and a heavy equipment operator in a
coal mine. I was elected to serve on a City Council in a small South Dakota
community, and was appointed to the Planning and Zoning Commission in Sprit
Lake.
As a candidate for City Council my top priority is making sure your voice is heard. As we address
issues such as infrastructure, zoning, water and sewer systems, and having a healthy business structure,
collaboration will be key. These challenges require thoughtful solutions. I want to be a part of those
solutions.
As a part of the Spirit Lake Community Coalition and Community Heart and Soul group, concerns of
our citizens are being heard. Working together we can make a difference.
Tina Stirling

I’d love to share a bit about who I am and why I’m running for City Council. I’m 57 years young and the proud owner of three amazing dogs who keep life lively. I have two siblings who live in other states. While my father has passed on my mother, currently resides in Texas. My roots in public service run deep. I spent over 20 years in law-enforcement, dedicated to protecting and serving the communities I called home. I retired seven years ago but continue to work part- time in the law-enforcement community. Spirit lake isn’t just where I live, it’s my home. I’m not a politician. I’m your neighbor, and someone who generally cares about our community. I believe in open communication, clear accountability, and the kind of leadership that means rolling up your sleeves and getting to work. If elected to to the City Council I will strive to restore, transparency, and unity, ensuring that every voice is heard and respected. I’ll approach every challenge with an open mind and with a fresh perspective grounded in service, driven by integrity and focused on what’s best for Spirit Lake.
